The error 'you are not eligible for this order' may appear in web-shop if the purchase is being made with an anonymous user, for example, if you have not logged in on the website with your email user-name and password.

The most appropriate thing is first to perform a log-out and then a new log-in, finally return to the web-shop and verify that all desired products are in the shopping cart, now apply your discount coupon and it should work.
